Smart City Salzburg

Salzburg's priorities can be seen in the expansion and optimization of district heating systems in accordance with the city planning and development strategies as well as a further reduction of primary energy demand from non-renewable energy sources. Experience with innovative construction projects, smart grids and new e-mobility services have been transferred to a broader scope of application.

Initial situation

Numerous energy and climate protection measures have been implemented in recent years, some of which also have also served as a beacon beyond the city’s limits: The condominium Samer Mösl, Austria's first multi-storey residential building of timber construction and passive house standard or the Stadtwerk Lehen (Lehen Municipal Utility), an energy-optimized district lauded as an international model. Over a decade ago, a power-control system for the recording and monitoring of consumption of urban objects was introduced. In addition to the daily control of energy, ambitious planning specifications for construction projects have been derived from the power-control system. The city of Salzburg cooperated with the Salzburg AG pilot projects to implement smart grids and electric mobility.

Vision developed for Smart City Salzburg 2050

Residential buildings were changed to an overall system integrating zero-energy/plus-energy buildings with the overall system giving a neutral CO2 balance
Municipal buildings and infrastructure facilities are plus-energy objects supplying their environment
Energy generation and distribution are intelligently linked and the potential of renewable energy sources is used
Mobility is completely converted to a demand-oriented, intelligent transport service system
People and lifestyle through active involvement of citizens, educational institutions etc., the required change in values ​​is achieved

Action plan developed

Energy planning has been completed and implemented.
The preparation of a recovery plan, the creation of an internal financing budget, CO2-neutral heat supply in all municipal buildings, mandatory sustainability check introduced. Implementation of pilot projects: Smart District Gnigl realized, pilot project Haus der Zukunft (Building of the Future) realized; two further flagship projects implemented; storage and control options for municipal objects: potential analysis completed; light offensive started, switching to energy-efficient and environmentally friendly lighting systems.
Determination of remediation priorities in cooperation with non-profit housing developers; examination of the legal possibilities for remediation requirements and energy supply obligations, CO2-neutral settlement: planning/construction , all new housing developments and 25% of the building stock are smart grid viable.
Extensive implementation of a smart grid solar offensive: additional photovoltaic solar panels
Use of electric vehicles for short, inner-city delivery services, use of biogas for municipal vehicles such as buses or refuse-collection vehicles, at least one housing project with an integrated mobility concept; combination and supplementary public transport offers, mobility card and mobility costs calculator
Establishment of an educational initiative for a sustainable and enjoyable life and working style; ecological certification for schools, training programs.

Outlook

The successful submission of the pilot project Smart District Gnigl ​ in the second Call Smart Energy Demo - fit4set, involving several project partners, can be viewed as the success of the project. The practicality of the proposed measures and the broader interests of the stakeholders of the city have been proven.
