Efficient Freight Traffic in Areas with High Population Densities

Freight traffic in urban areas is a complex network of partially independent subsystems and components. Sustainable measures need to be identified, developed and implemented overall but also in the individual fields of action. Existing and new instruments are intended to contribute in the future, step by step, to making logistics and freight traffic in conurbations smarter and more efficient.

Smart Urban Mobility

The Climate and Energy Fund's annual programmes 2012 to 2014 include preparatory work for new subprogrammes under the names "Smart Urban Logistics" and "Efficient Freight Traffic in Areas with High Population Densities." A focal point of the Climate and Energy Fund's work are Smart Cities demonstration projects. Continuous growth of our cities whilst resources diminish at the same time makes rethinking city planning imperative in the medium term.

Administration and Coordination Platform

One of the core areas of a "smart city" is its management of mobility and traffic, and freight traffic in particular. In this area, new, intelligent structures are required to improve the quality of life for humans and to guarantee the city as an efficient enterprise. As part of a "Smart Urban Logistics" platform, activities for the support and development of efficient freight traffic in areas with high population densities should therefore be initiated and supported. The platform will carry out coordination and administration tasks. Another goal here is the coordination with other current or planned programmes, initiatives and actions. During the first phase, the platform will be coordinated by the Climate and Energy Fund, the  BMVIT (Federal Ministry of Transport, Innovation and Technology), and the Railway Infrastructure Services Company (Schieneninfrastruktur-Dienstleistungsgesellschaft mbH).

Objectives of the "Smart Urban Logistics" Initiative

In order to achieve the objectives defined in the "White Paper on Transport" – 60% emission reduction by 2050 – all actions in Austria are subsumed under the vision "Zero Emission Austria." The Climate and Energy Fund plays a very important role for it. Approximately 600 million euros have been allocated to initiate and support about 57,000 projects (as of July 2013) for climate protection and a sustainable energy future. The logistics and freight transport sectors play an active part and contribute significantly to reaching the objectives. The growing urbanization and resulting consequences for the population and the economy reveal the need for a new design of urban living spaces. In this context, especially urban areas will require innovative and sustainable logistics concepts and systems.
Therefore, the first step was the development of a strategic, comprehensive concept which describes basic conditions, principles, and requirements with regard to urban freight transport. Main objectives in that regard were the definition of system bounderies within this comprehensive thematic complex and the creation of a uniform system framework. The latter will serve as a basis for discussions and as a guideline for actions directed to further development of content and the deduction of concrete topics and focal points.
